福田上台确定自民党四大要职的新人事安排

中国日报网环球在线消息:日本自民党新总裁福田康夫9��
�24日决定了新的党重要人事安排,肩负党运营重任的干事
长一职由69岁的文部科学相伊吹文明担任,62岁的前财务��
�谷垣祯一出任政务调查会会长,总务会长则由68岁的二阶
俊博继续担任。

同时,负责下届众议院选举准备工作的选举对策总局长一
职升格为与上述3个职位同等重要的选举对策委员长,由67
岁的前干事长古贺诚担任。以上4大要职均由支持福田的��
�系领袖担任。这一人事安排在当天中午的临时总务会上��
�获正式决定。新领导层将于下午与公明党领导层共商政��
�,为25日正式组建福田新内阁做好准备。

据日本媒体报道,福田曾力邀古贺出任总务会长,而安排
二阶任选举对策总局长,但古贺强烈希望负责选举工作,
因此福田罕见地更换了两人的职位。古贺对记者表示负责
选举的职位是“合适”的。

精通国会对策的61岁的国会对策委员长大岛理森、深受福�
��信任的63岁代理干事长细田博之均获留任。

安倍内阁将于25日上午在内阁会议上全体辞职。为此,福�
��将与公明党代表太田昭宏举行会谈,确认继续联合执政�
��福田将在25日下午的国会上被选为第91任、第58名首相,�
��后立即着手组建新内阁。

分析认为,福田是在学习会上与伊吹建立了亲密的个人关
系,而政策通谷垣也为福田当选总裁做出了贡献,因此福
田安排这两人分别担任干事长和政调会长。而福田原本期
望熟谙国会和选举对策的古贺出任总务会长以镇服党内,
但古贺似乎更希望负责掌握实权的选举工作。

Commentary: Return to nuclear talks

The Democratic People’s Republic of Korea (DPRK) defied the international
community and tested its first nuclear weapon yesterday morning.

Although it had publicized its intentions last week, the news of the test
came as a bombshell, in disregard of warnings from the United Nations
Security Council.

A presidential statement from the Council urged the DPRK not to undertake
such a test and to refrain from any action that might aggravate tension.

The DPRK’s latest manoeuvre has invited condemnation and concern from the
international community.

China reacted with emphatic disapproval to the DPRK’s nuclear test, which
will leave international non-proliferation efforts in tatters.

An act showing no restraint, the test has made more unpredictable the
complexities of the current situation on the Korean Peninsula.

The latest development is definitely not favourable for the DPRK. It will
not help the country address the stated concerns, particularly with
regard to strengthening its security.

Rather, the DPRK should abide by the necessary approach of diplomatic
channels several countries have worked on.

China began brokering a peaceful compromise in 2003, when the United
States accused the DPRK of covertly building atomic weapons and the DPRK
pulled out of the Non-Proliferation Treaty.

The Six-Party Talks are a diplomatic forum aimed at making a nuclear-free
Korean Peninsula.

At the previous talks among the six countries China, the DPRK, Japan, the
Republic of Korea, Russia and the United States they reached their
first-ever joint statement, in which the DPRK agreed to abandon all its
nuclear weapons and existing nuclear programmes in exchange for energy
aid and a security guarantee.

In conducting the nuclear weapon test yesterday, the DPRK went back on
its word in the statement and disregarded the guiding principles on
dealing with the nuclear issue. Its move will leave an early resumption
of the talks difficult.

This, however, should not necessarily mean that the international
community should discard the efforts to resume the talks.

It is of dire necessity to make the attempt, especially at this moment.

We suggest that the DPRK stop more excessive actions that will push the
situation on the Korean Peninsula to a more dangerous edge.

What the country can and should do is to return without preconditions to
the Six-Party Talks that have been seeking a peaceful solution to the
crisis stemming from its nuclear programme.

The international community’s call to the DPRK should not fall on deaf
ears. The parties concerned should work on the resolution of
non-proliferation concerns and to facilitate a peaceful and comprehensive
solution through political and diplomatic efforts.

Before a solution is worked out, cool-headedness and restraint are a
prerequisite.

皇后,以特立独行著称于世。正当大家翘首期盼她给大家
带来更多的音乐作品时,她却再次出人意料地宣布:退隐
江湖!有人说她在借机炒作复出,可对于货真价实的王菲
来讲从来就不用炒作;有人说她是为钱,而对于奇货可居
的王菲来说就从来不缺钱。据知情人士透露:王菲日前赴
港扫货期间,停留4天花费40万,而出入更获得富豪欧通国
照顾。据悉,王菲与此人已经相识多年,王菲曾为欧通国
代理的品牌担任代言人,两人一直合作愉快。近日有记者
求证王菲经纪人陈家瑛王菲隐退一事,对方表示:目前的
生活是王菲最向往的,她已到了无牵无挂的境界。看来,
事情该如何发展还是个未解的谜……

不过,王菲的投资一直没停过,先是在三里屯开酒吧,后
又与老公李亚鹏在上海投资上千万开了VIPROOM酒吧,由于��
�位超高,人气超高,目前已成上海最热门酒吧之一。本��
�初,王菲同那英合伙在北京工体附近开办一家名为Vajra的
高级发廊。据了解,剪一个普通男头就要人民币1500元左��
�。

1.投资发廊权贵经常光顾

王菲和那英是众人皆知的好姐妹,虽然同为天后级人物各
自都已经有不菲身价,却仍努力经营自己来之不易的幸福
。本月初,她们在北京工体附近合伙开办了一间名为Vajra�
��级发廊。据探访了解,该发廊价格昂贵所以生意相对冷�
��。剪一个普通男士头发就要人民币1500元,但很多国内大
牌明星也经常光顾,如赵薇、章子怡、张信哲、苏有朋等
人。该发廊不仅给她们与朋友交流提供了一个场所,还做
了免费广告。就连王菲的女儿靖童也不例外。

2.投资房产无奈曾被套牢

王菲1997年花了4800万元港币的高价买下香港九肚山“宝松�
��”豪宅,由于她入住后感情不顺,笃信风水的她,于五�
��前便以半价赔售,但由于这几年香港房地产不景气,即�
��她一再压低价格也未能出手。为了“时来运转”她又在�
��港龟背湾买下一处价值3450万元港币的豪宅。

可能是由于北京人对故乡的特殊感情,王菲很早便在北京
买下豪宅,选择的是北京较早的别墅“嘉林花园”,且和
那英做邻居。该处紧邻使馆区,交通便利,闹中取静,当
时价格就已是每平米近两万,北京近年地价暴涨,这处房
产早已身价过千万,此处投资不失为明智之举。后来王菲
又掷金千万在北京购买两户豪宅,与李亚鹏共享甜蜜生活
,因为很少在香港居住,那里的豪宅也就派不上什么用场
了。

3.投资酒吧日均进账百万

王菲与老公李亚鹏在上海共同投资上千万开了VIPROOM酒吧��
�虽由于过高的定位被称为“烧钱”酒吧,但正式开业后��
�高的人气,已使其成为上海最热门酒吧之一,据估算,��
�年仅酒吧收入就能进账百万元。这虽然不比一场演唱会��
�收入,但投资赢利总比资金闲着强嘛。明星酒吧有明星��
�应,高定位,高消费,开在一线城市,这个选择真是经��
�了一番考虑的。与王学兵联合在北京投资经营的酒吧经��
�了涉黄风波后,恢复了平静,依旧是许多时尚人士经常��
�顾的休闲场所之一。

据了解,“VIPROOM”开在上海酒店及名店林立的静安区乌��
�木齐北路静安文化馆内一个独立的院落,相较之下,静��
�区是上海最为热闹也最高消费的区域。李亚鹏曾透露合��
�人是他的两位朋友,其中一人还是外籍人士,但据说王��
�也有合股,约占1/4,“VIPROOM”实行会员制,非会员不准�
��内,以保证客人消遣时不会受到闲杂人士的骚扰。单是�
��部装修至少花费600万元人民币。对于网络盛传王菲要与�
��王黎宽等人合开酒吧一事,其经纪人在接受采访时说:�
��在李嫣的唇裂基本痊愈,王菲自己的时间也比以前充裕�
��,她最近确实对开酒吧比较感兴趣,但到底能干多久跟�
��合作,现在都还不好说,也许还是会选择请朋友帮忙打�
��。毕竟她只是个歌手,对投资开店不是很在行,也许因�
��她太孩子气了,更喜欢凑热闹吧。

4.倾心公益成立天使基金

王菲和李亚鹏的孩子患有先天性兔唇,一年多来媒体的关
注、工作的停滞,对于他们来说都已经不再重要。从决定
设立基金看出,家庭的不幸让他们对人生有了更多的思考
。他们的行动也让“艺人都是高消费”、“耍大牌”的形
象在爱心基金成立后大为改观。短短的时间内,李亚鹏凭
借自己明星的影响已经筹集了过千万的善款,并以女儿的
名字命名为“嫣然天使基金”,这是对社会的责任,也是
为自己女儿留下的宝贵财富。

近日,中华小姐大赛的26位选手向中国红十字基金会和嫣�
��天使基金递交了她们在贵州寻找救助唇腭裂儿童的相关�
��告,嫣然天使基金负责人李亚鹏深受感动,甚至当着记�
��的面流下了眼泪。

李亚鹏在参加凤凰卫视中华小姐“天使带回你的家”活动
时,王菲依然没有出席,对此他并没有透露太多。当记者
问及被网络炒得沸沸扬扬的王菲彻底隐退一事时,李亚鹏
以“王菲要带孩子”堵住了记者的口,在采访中李亚鹏透
露了这样一个信息:“今年12月8日嫣然基金在上海的募捐
活动王菲应该会出席,其他时间估计很难保证。”

李亚鹏介绍说:“基金的医疗队前不久在新疆救治了100多
个孩子,之后还要在成都、沂蒙山区设立定点医院。12月8
日,我们会在上海召开嫣然天使基金慈善晚宴,拍卖一些
当代艺术作品。”至于妻子王菲近况和女儿,李亚鹏依旧
不太愿意提起:“筹善款出席活动一个家庭出一个代表就
够了。”同时他表示,该基金年底的慈善活动,他和王菲
一定同时参加。目前,嫣然天使基金是两个人共同的工作
中心。

菲估算

天后身价至少3.2亿

天后自然有“天价”,举办演唱会遍及世界各地不下百场
,个人专辑火爆销售,每次活动都有数百万元进账。寻找
代言人的商家蜂拥而至,且都为世界知名品牌,也许只有
这样才配得上天后的身份嘛!能给人留下深刻印象的不仅
是她的嗓音,还有荧幕上的耀眼,先后接拍的电影及电视
剧皆为大牌云集重金打造,天后的出镜费也自然可想而知
了。根据王菲十年中演唱会及各种商业活动估算,其身价
至少也在3.2亿,是货真价实的“天价天后”。

Wenger marks 10 momentous years at Arsenal

LONDON, Sept 26 – Ten years after being greeted by the headline “Arsene
who?”, Arsenal’s hugely successful manager Arsene Wenger will certainly
be able to savour the milestone which awaits him on Thursday.

Unknown in north London before his arrival on September 28 1996, the
56-year-old son of an Alsace restaurateur can look back on a decade that
has brought his club three Premier League titles, four FA Cups and an
historic unbeaten season in 2003-04.

In May, they were just 14 minutes away from being crowned champions of
Europe in Paris.

The Frenchman has transformed Arsenal in terms of the football they play
and, off the pitch, has been a driving force behind their modern training
complex and the new 60,000-seater Emirates Stadium.

Long tagged as ‘boring, boring Arsenal’ for the dour, defensive triumphs
before his arrival, the biggest criticism now levelled at Wenger’s team
is that they over-elaborate in search of the perfect goal.

Bespectacled, urbane and looking very much the French intellectual on his
arrival after two years in Japan, Wenger wasted little time ringing the
changes from Bruce Rioch’s reign.

His attention to detail in terms of players’ diet, fitness regime and
lifestyle went well beyond simply banning chocolate bars in his first
week in charge. His approach set new standards for the English game, let
alone for Arsenal, whose then captain Tony Adams subsequently admitted to
being an alcoholic.

REAL FLAIR

Wenger took Adams’s disclosures in his stride, standing by the player and
going on to build a side that combined a vastly experienced defence with
real flair going forward.

Arsenal gradually evolved into a side of fluid passing and movement,
inspired by some shrewd moves on the transfer market that were topped by
the signing of Thierry Henry from Juventus in 1999.

Going nowhere during a short spell in Turin, Wenger signed Henry as a
left winger and promptly converted him into one of the deadliest centre
forwards of his generation and the Premier League’s top scorer in four of
the last five seasons.

Dutch forward Dennis Bergkamp, already signed by Rioch, was able to
flourish in a ‘French revolution’ which put a premium on individual
technique, while the grit came from Patrick Vieira, signed at Wenger’s
request before he had even arrived.

Striker Nicolas Anelka provided the goals before leaving in 1999 for Real
Madrid, who paid more than 22 million pounds ($41.86 million) for a
player who had cost only 500,000 pounds two years previously.

Wenger’s ability on the training pitch and in the transfer market paid
dividends in his first full season, 1998, when Arsenal won the league and
FA Cup Double — a feat they went on to repeat in 2002.

They added two more FA Cups in 2003 and 2005, along with that unbeaten
league title in 2004 — English football’s first since Preston’s
“Invincibles” in the inaugural 1888-89 season.

已为人父母的谢霆锋及张柏芝,积极替两个月大的儿子谢
振轩(Lucas)挣奶粉钱!前晚,张柏芝产后首度登台,与�
��公谢霆锋亮相苏州,参加中央台大型活动《欢乐中国行�
��录制,夫妻俩同场不同台,总共唱四首歌,稳赚100万港�
��!

排场十足

当日,张柏芝在机场出现时,虽然对记者提问没有回答,
但态度十分友善。此次内地之旅,她身边有助手、化妆师
、发型师、保镖跟随,可谓排场十足。虽说这次夫妻同场
,但却分开表演,为避免造成混乱,经双方协商后,主办
方安排二人的演出时段“各据一方”。

合作愉快

据悉,张柏芝与谢霆锋演唱了四首歌,稳赚100万港元,平
均每首歌值25万港元,“声价”可媲美一级巨星,难怪柏�
��经纪人Emily回应记者提问时坦言:“她(指柏芝)这次��
�劳很OK。(有没有比产前多一倍?)钱还是不要说的好,
总之柏芝同中央台关系很好,所以再合作都很应该。”由
于惦念家中的Lucas,张柏芝于第二天便打道回府,匆匆结�
��“赚钱之旅”。

片约不断

谈到张柏芝未来的工作,Emily坦言:“暂时都会以内地为�
��,迟些时候还有不少广告要拍。(电影方面呢?)目前�
��几个剧本在谈。至于在香港还是在内地拍戏,柏芝无所�
��,主要是看角色、剧本是否吸引人。”不过,“爱宝宝�
��命”的张柏芝,还是希望可以有足够的时间留在香港,�
��便照顾家庭。

SAITAMA, Japan _ The easy way to sum up the FIBA world championship is to
list the medal winners, from gold to bronze _ Spain, Greece, and the
United States.

But there was much more to a tournament that captivates most of the world
even if Americans consider it the halfway mark to another Olympics.

There were 80 games among 24 teams over 15 days in five cities. The
organizers said about 70 per cent of the tickets were sold, and the
semifinals, bronze medal game and final drew crowds of 14,000 or more to
Saitama Super Arena, a NBA-caliber building about 30 kilometers (20
miles) north of Tokyo.

In addition to the 12,518 points scored, 3,445 fouls committed, 1,156
missed free throws, there were plenty of great team and individual
performances, as well as some stinkers, surprises and signs international
basketball is extremely healthy.

BEST PERFORMANCES: Basketball purists will watch again and again the
tapes of Greece’s semifinal victory over the United States and Spain’s
championship win over Greece.

Greece, a team without a NBA player, came into the semifinals with a
reputation for defense. It added an offensive masterpiece to its resume,
shooting 70 per cent from the field over the final three quarters, using
one basic play _ the pick-and-roll _ to beat a roster of NBA stars.

Spain then went one better to win the gold medal, holding Greece to 47
points and 33 per cent shooting in a 23-point victory despite not having
injured Memphis Grizzlies star Pau Gasol.

The stars of those games were the teams, something that doesn’t happen
often at any level of basketball.

BEST GAME: There was no topping Germany’s 108-103 victory over Angola in
the opening round, the first triple-overtime game in the history of the
world championship, despite both teams already having clinched
second-round berths.

Dirk Nowitzki had 47 points for Germany, 11 in the third overtime. He hit
a 3-pointer with less than a second left at the end of the first
overtime, and finished 17-for-17 from the free throw line. He also
grabbed 16 rebounds in the best individual performance of the tournament.

WORST ENDING: The winning team never thinks a game is ugly but the
Lithuania-Italy second-round game was one that was painful to watch at
the end and even the ever-polite Japanese fans started groaning.

Lithuania led 69-68 with 7.8 seconds left when the teams started a free
throw shooting exhibition that made Shaquille O’Neal’s problems at the
line seem trivial.

Linas Kleiza of Lithuania missed two foul shots, but teammate Darius
Songaila grabbed the rebound of the second and was fouled with 4.9
seconds left. He missed both, but teammate Darius Lavrinovic got the
rebound of the second and laid it in with 2.8 seconds left for a 71-68
lead.

Italy’s Marco Belinelli was fouled with 2.1 seconds left and missed both
attempts, the second on purpose. Teammate Gianluca Basile got the rebound
and as he tossed up a shot from beyond the 3-point line with less than a
second left he was unbelievably fouled by Arvydas Macijaukas. With a
chance to tie the game, Basile missed all three free throws.

In 7.8 seconds there nine missed free throws, three offensive rebounds
after misses and one of the worst fouls ever committed.

MOVING MOMENT: At halftime of the classification game between Lithuania
and Turkey, a 4.8-magnitude earthquake struck the greater Tokyo area. No
damages or injuries were reported.

COACHING CHANGES: Tab Baldwin of New Zealand and Julio Toro of Puerto
Rico both stepped down as national coaches during the tournament. Nestor
Salazar of Venezuela offered his resignation but the national federation
has to officially accept it.

STAT CORNER: NBA players were the top three scorers in the tournament.
China’s Yao Ming averaged 25.3 points, followed by Germany’s Dirk
Nowitzki (23.2) and Spain’s Pau Gasol (21.3). The top U.S. scorers were
Carmelo Anthony (19.9) and Dwyane Wade (19.3).

Venezuela’s Richard Lugo was the leading rebounder with 11.4 per game.
Gasol (9.4), Darko Milicic (9.3), Nowitzki (9.2) and Yao (9.0) rounded
out the top five.

Pepe Sanchez of Argentina was the top playmaker with 5.8 assists per game.

BIG INJURIES: Two days before the tournament started France lost star
guard Tony Parker after he broke a finger in the team’s final exhibition
game. In the second semifinal, Spain lost center Pau Gasol to a broken
foot.

France finished fifth for its best placing in 43 years.

RISING STARS: International teams are wary of using inexperienced players
in major competitions so it’s rare to get a look at anyone in their early
20s in these tournaments. The U.S. is the exception with a core group of
captains Dwyane Wade (24), Carmelo Anthony (22) and LeBron James (21).

There were some young players on display and among them were Turkey
forward Ersan Ilyasova (19), who belongs to the Milwaukee Bucks; Spain
guard Sergio Rodriguez (19), who signed with the Portland Trail Blazers
this summer; Lithuania point guard Mantas Kalnietis (19); Nigeria forward
Ekene Ibekwe (21); and China point guard Chen Jianghua (17), the youngest
player in the tournament.

There was one coach to keep an eye on and someone did. Former NBA player
Sam Vincent led Nigeria to the second round, two years after leading the
Nigeria women’s team to Africa’s first Olympic win. Within days of
Nigeria being eliminated in a one-point loss to Germany, Vincent was
signed as an assistant by the Dallas Mavericks.

OUT OF AFRICA: Angola had never reached the quarterfinals of the worlds
and always left saying the players were happy with their effort and
showing they could compete with quality teams.

No more.

After losing 68-62 to France in the second round, the eight-time African
champions were visibly upset and said they were no longer content being
the sentimental favorite of media and fans.

Combined with Nigeria’s strong showing into the second round, it won’t be
much of a stretch to see an African team put itself in position to chase
a medal in the Beijing Olympics.

CRUSHING LOSS: Japan needed one win in its last two games of the opening
round to move to the final 16, which would have been a great
accomplishment for an improving national program and a chance for the
home fans to be part of the biggest game in the country’s history.

Japan had an 18-point halftime lead over New Zealand in the next-to-last
game of the first round and the celebration had already begun in the

FRUSTRATED YAO: It was obvious China’s Yao Ming, the best big man at the

北京市民对养犬宽容理解 同时呼吁文明养犬

中国日报网环球在线消息:北京市民对养犬的态度究竟如
何?中国人民大学9月20日公布的一份调查报告显示,多数
市民对狗的印象是“可爱、忠诚、友善、温顺”;接近七
成非养犬户对邻居养犬表示理解和宽容,并认为养犬能培
养人的责任感和爱心。

为了解北京市民养犬态度和对养犬管理现状的看法,完善
有关北京城市养犬管理方面的公共政策,中国人民大学制
度分析与公共政策研究中心主任毛寿龙教授主持实施了《
2007北京市民养犬态度调查》,调查活动得到伴侣动物研��
�信息中心支持。调查组在北京市八大城区和通州、顺义��
�大兴、昌平四个郊区随机抽取1050个有效住户(其中养犬�
��占357户,非养犬户占693户),经过三个月的问卷调查和�
��谈,运用科学的统计方法,完成了本调查报告。

主要发现

调查结果显示,无论养犬与否,多数人对犬的态度是喜爱
或包容的。半数以上的养犬家庭是出于爱犬而养犬,并把
犬当作不可缺少的家庭成员。接近七成非养犬户对邻居养
犬持理解和赞成的态度,并认为养犬能够培养人的责任感
和爱心、不同程度地促进邻里交流。另外,超过七成的被
访者认为应该立法保护伴侣动物,依法惩治虐待动物等现
象。无论是养犬还是非养犬受访者都赞成“负责任的养犬
人”的提法。

调查发现,目前养犬家庭中男性更多的担当着照顾犬的责
任,并且养犬并不是有钱人的专利。在对养犬人与非养犬
人背景资料的调查中发现,作为养犬的第一主人,男性比
例达到了69.4%。与此同时,养犬并非某一个特定年龄人群�
��偏好,之所以养犬主要是基于喜欢犬。从抽取的问卷中�
��,养犬户中第一主人在40-50岁年龄段的占30.0%,50-60岁年�
��段占28.3%,其中以中年为最多。但从总体年龄分布来看��
�养犬并不是某一个特定年龄人群的偏好。调查还发现,��
�犬与否与个人收入没有正相关性,并不是人们通常认为��
�养犬是有钱人的专利。从调查来看,家庭月均收入多在10
00~3000元,养犬户与非养犬户相应比例是48.3%、44.9%,家��
�月均收入3000~8000元之间的分别是36.3%和30.9%。

养犬的态度

大多养犬户和非养犬户都认为犬可爱、忠诚、友善,但养
犬户对正面印象评价高于非养犬户;而在负面印象评价上
,非养犬户高于养犬户。在养犬者看来,养犬的主要原因
是喜欢犬,达45.3%,认为是为了做伴、增添乐趣的也比较�
��,分别为11.8%、28.7%,认为是出于安全防卫需要的只占7.0
%。在看待犬在家庭中的地位时,51.1%养犬户将犬看成是家
中不可缺少的成员,42.7%的人则把犬看是宠物,另外当作�
��家的工具和其它分别为4.8%和1.4%,这充分说明犬在养犬��
�家庭中地位很高。

在非养犬户对待养犬的态度上,表示理解的比例最高,为
34.5%,而表示赞成、无所谓的分别达到5.6%、26.6%,也就是�
��没有明确反对养犬的比例高达66.7%,反对的只有32.1%。在
调查养犬者是否会给他们的爱犬节育时,81.7%的人回答不�
��给他们的爱犬进行节育,只有18.3%的人回答愿意。而进��
�步询问原因时,发现47.2%的人认为太残忍,41.9%的人认为�
��有必要。这表明,北京市试图为对犬节育提供激励的政�
��,其有效性需要进一步分析。

养犬的影响

对犬不宜进入的公共场所,养犬者与非养犬者基本达成共
识:酒店、商场、办公场所、公共汽车、公园等,其中除
了认为公园不宜进入的比例接近50%左右外,其他各项的比
例都在80%以上。

在受访的非养犬户中,除了有四分之一的人填写了养犬对
城市没有什么积极影响外,余下的四分之三中,分别有22.
3%和22.7%的人选择了养犬能够培养人的责任感和爱心,而��
�受访的养犬户中,这一比例更是高达31.2%和34.9%;另外受�
��者也认为养犬能不同程度的促进邻里交流,在养犬和非�
��犬户的调查中,比例分别是18.0%和13.0%;除此之外,受访
者还提到养犬对促进城市文明进步、提升城市国际形象、
创造商机和就业也有积极作用。在受访的养犬户中,有高
达26.6%的人认为养犬对城市的消极影响很小,可以忽略和�
��受,而非养犬户持同样看法的还不到3.7%,两者观点差距
较大;在养犬户中认为养犬对城市的消极影响主要集中在
污染环境和传播疾病。对影响邻里关系和威胁人身安全方
面选择比例相对较低,分别为12.9%、12.4%;而受访的非养��
�户对以上几个方面的选择都在20%以上。

UN tells Iran to suspend until August 31

UNITED NATIONS – The U.N. Security Council on Monday demanded that Iran
suspend its nuclear activities by August 31 or face the threat of
sanctions, but Tehran denounced the move as illegal and vowed to press on.

In a resolution passed by 14 to 1, the Security Council for the first
time included legally binding demands on Iran and a sanctions threat.

Qatar, the only Arab member, voted against it.

The resolution, which followed weeks of negotiations, demanded that Iran
“suspend all enrichment-related and reprocessing activities, including
research and development.”

If Tehran does not comply by the deadline, the council would consider
adopting “appropriate measures” under Article 41 of Chapter 7 of the U.N.
Charter, which refers to diplomatic and economic sanctions.

The United States and its allies suspect Iran is developing a nuclear
bomb and accuse it of hiding its research for the past 18 years.

But Iran’s U.N. Ambassador Javad Zarif recited Tehran’s history of
alleged mistreatment by the West, including a lack of action when Saddam
Hussein’s Iraqi government used chemical weapons against his country.

He said “Iran’s peaceful nuclear program poses no threat to international
peace and security and therefore dealing with this issue in the Security
Council is unwarranted and void of any legal basis or practical utility.”

“The people and government of the Islamic Republic of Iran are determined
to exercise their inalienable right to nuclear technology for peaceful
purposes,” Zarif told the council.

In Tehran, Kazem Jalali, a spokesman for the Iranian parliament’s foreign
affairs and security commission, said the resolution was “unacceptable”
and would create a situation where no one benefits.

“It seems America has done its utmost to divert Iran’s case from the path
of dialogue and drag it into crisis,” Jalali told the Students News
agency.

But President George W. Bush told reporters during a trip to Miami it was
“a strong resolution.”

“The Iranians must hear loud and clear with this resolution the world’s
intent, upon working together, to make sure that they do not end up with
a nuclear weapon,” Bush said.

European delegates took pains to emphasize that if Iran cooperates and
suspends its uranium enrichment activities, a package of energy,
technological and commercial incentives, offered in June would be
forthcoming.

“The choice is Iran’s. The door to negotiations is open,” said German
Foreign Minister Frank-Walter Steinmeier in Berlin.

“Our proposals suggest a procedure for reviewing the moratorium once
international confidence in Iran’s intentions has been restored,”
Britain’s U.N. Ambassador Emyr Jones Parry told the council. “But the
continuation of enrichment related and reprocessing activities, including
research and development, would allow Iran to develop the know-how to
produce fissile material suitable for use in nuclear weapons.”

While U.S. Ambassador John Bolton characterized Zarif’s address as a
rejection, Russia’s U.N. Ambassador Vitaly Churkin said he preferred to
view Iran’s response in a positive light because Zarif did not
specifically use the word “rejection.”

Bolton said Iran had not been in compliance with the demands of the U.N.
nuclear watchdog agency, the International Atomic Energy Agency, for
three years.

“Sadly, Iran has consistently and brazenly defied the international
community by continuing its pursuit of nuclear weapons, and the continued
intransigence and defiance of the Iranian leadership demands a strong
response from this council,” Bolton said.

Russia and China are reluctant to impose sanctions and Churkin has said
the sanctions provision meant the council would only have “a discussion”
on punitive measures.

Iran has said it would respond to the incentives package on August 22.
But Zarif accused European and American negotiators of drawing “arbitrary
red lines and deadlines that have closed the door to any compromise.

The resolution was adopted under Chapter 7 of the U.N. Charter, which
makes it mandatory and provides options for enforcement. The document
excludes any military action.

Qatar’s U.N. ambassador, Abdulaziz Al-Nasser, said he voted “no” because
of the conflict between Israel and Hizbollah militants. “We do not agree
with the resolution at a time when our region is in flames,” he said.
